OK then. I'm tempted to add it to 急制動 as an [sK]. I see MeCab segments 急制度 as 急+制度.

This is surely just a 変換ミス caused by accidentally typing きゅうせいど instead of きゅうせいどう. There's nothing in 急制度 that means "breaking". In the above article, 急制動 is used as a heading but 急制度 appears in the the body text. I don't think it should be an entry.

The 2008 submission was from a reliable source (JE translator) and had some references. I'd keep it. I've proposed 急制動 as a new entry.
