Because here the particle-less form is vastly less common than the full form. I also probably would've given 頭おかしい a separate entry given the counts. I brought it up in the github issue recently.

here the を less version was included as an sK, but in 頭がおかしい the が less version was NOT included. Is there a policy on this?
