We prefer notes to restrictions only for neatness reasons, really. Here, the note is as "messy" as the one necessary restriction.

the reason i didn't keep it visible is 蒐集 can't be used for the 3rd sense at all as far as i've seen it seems like the editors prefer notes over restrictions
