GG5 lists this as "by twos and threes", which is obviously the idiomatic English phrase for "in small groups", but all the JJ dictionaries (e.g. 日本国語大辞典, koujien) define it with something like 人が３人から５人ぐらいずつまとまっているさま, so the Japanese concept seems to be slightly larger groups than the purely idiomatic gloss implies, and indeed a group of 2 wouldn't qualify under the koujien definition. So a [lit] tag gloss seems worth adding to clarify that the meaning of the Japanese hasn't actually drifted lower than the kanji suggest. Disclaimer: based only on these dictionary entries, not on real world experience with the phrase.
