| Comments: | It was suggested to me that this was a better term for "legislation" ("laws") than 立法. Reverso has 10,000+ glosses as "act" and about 3,000 as "legislation".
You could argue that here "legislation" is a plural from of "law", but we have "legislation" on a lot of other terms. |
