As we decided in 2013, I don't think this makes it. For 利用必, Mecab interprets it as a truncation of 利用必ず.

not sure if it could be called an abbr of 必要 or 必須 or if it's really kind of a stand alone word?
maybe not really a noun, an exp?

OK. This seems to strike the right balance.

nikk:
ひつ 【必】
〔名〕
間違いでないこと。仮でないこと。かならずそうであること。
*俳諧・芭蕉真蹟懐紙〔1685〕酒に梅「慈童が水に徳をあらそはん事、必とせり」
*近世畸人伝〔1790〕題言「はた一道に勝ぬる人は〈略〉不朽に聞ゆべければ必とせず」
  Comments:
i don't think it should be an entry as phrased, but nikk does have it. i really don't think it can be called a prefix, though. i think 必飲, etc. are just makeshift kanji compounds with obvious meanings based on their parts

  Comments:
I agree, but I figured it might have a place here since it's a
somewhat common construction and it might be a good
alternative to adding a lot of not really common 必+verb.
