I've sat on this one wondering about splitting out sense 2. May as well leave it.

I think 奨める should stay visible as [rK], it's in all the smaller kokugos.

The second sense could be split out maybe. Many kokugos group 勧める;奨める into one entry and have 薦める in a seperate one. (GendaiSK, Wisdom, Prog, Meikyo has all three seperate but that's a bit overkill I think, Shinsen, etc.) And if they are all in one entry they tend to have sense restrictions like we do.
