Not sure what an ideal gloss would be, but "upturned eyes" in English seems to refer predominantly to an "eye shape", and not a "way of looking at someone"

Could even include in the gloss:
(e.g. to look to look cute, timid, submissive, etc.)

Encountered this term in a scene where a male protagonist suggests he'd be more motivated if his female companion/interest addressed him: "上目遣いで「私のために頑張ってね」".  Google image search is *mostly* female faces.

If you google "she looked at him with upturned eyes", all you get is a handful of stories with Japanese protagonists.  Doesn't appear to be very natural in English.
