This always seems to get translated as "reactionary decline", but that's unattested in my view; I've seen it used a lot, but only ever on .jp websites. The way I translate it depends on the situation and space constraints (it usually appears in ghastly powerpoint presentations). I usually go with "relative to last year's..." "comedown from..." etc., but I can never find a way to convey it in the equivalent brevity.
