okay. would it be more properly glossed as "from what time" rather than "from when"? that might eliminate the need for the lit tag and draw a greater distinction between this and いつから

I think it is. Paul Blay put it in in 2007 to make the distinction with いつから clear. Certainly I'd like to not have 営業時間は何時から何時までですか glossed as いつから.
