I think this is just another way of expressing sense 1. For (virtually) all "adj-no", the の is often dropped, so the "n-pref" POS is not really needed.

Add sense “top N (companies etc.)” – saw used as this in class, and “top N companies” specifically is a common pattern (in textbook, GG5, and our current example sentence).
