<upd_detl>I can't find the file from that 2021 update. It's a bit hard to identify the ~大学 cases without [spec1]. I've done quite a few by hand.</upd_detl>

<upd_detl>OK. I've added [spec1] to about 100 ~大学 entries. Some were probably ones where we'd removed them, but I wasn't going to check them "by hand".
