I really am quite sceptical about those first two senses. 和紙 and 紙幣 look to me like regular formations; not 和 + 紙. At present I suggest just going with sense 3 alone, which I agree is probably an abbreviation. Alternatively "newspaper" is being added to the kanji meanings. 広辞苑 in its 漢和 entry has it as a meaning: "「新聞紙」の略。「紙上・紙誌・日刊紙・機関紙・英字紙」". Halpern has this too.
