Wiktionary explains this. 生 has replaced 棲 as a 代用字, since 棲 is a non Jōyō Kanji. So 棲息地, although not in dictionaries, is an alternative spelling of 生息地, and seems to not be obsolote.

<upd_detl>We don't have any sort of tag to denote 書き換え situations, but various kokugos say that "棲息地" is indeed the historically "correct" form.
We could update our 生息／棲息 entry (1379220) to make their distinctions clearer.</upd_detl>
