<upd_refs>A lot of the kokugos (Meikyo, daijirin, iwakoku, shinsen) give equal prominence to both readings. However, こうはん does seem to be very rare.
Most refs describe かくはん as a 慣用読み.
There are 130 results for 攪拌 and 撹拌 on youglish.
I listened to about 60 of them and only heard こうはん once or twice at most, but the speakers weren't speaking clearly in those instances.</upd_refs>
