Open to other ideas.  Reverso shows "legislation" is the best gloss(after "legislative"...), and "lawmaking" is hardly ever used. However the primary meaning of "legislation" is as an uncountable noun for "laws".  Putting it next to "lawmaking" does not erase that.

It would be nice to remove the ambiguity.  (I just recently botched this myself).</upd_detl>
