<upd_refs>The refs are clear that this word is only used in a bureaucratic context. I think the current note ("e.g. to a higher authority") isn't quite strong enough.

The second sense seems to be obsolete. None of the smaller kokugos or JEs have it. Daijr/s quote it from the Meiji era.
The definition for that sense in daijisen sounds like it could be both [vt] and [vi]: 進歩・向上させること。また、進歩・向上すること。</upd_refs>
