I'd probably translate as "talking in circles". I might also say "repetitive", but it's a verb here, so "repeating".  daijs uses 繰り返す, so that seems fair.

In English, a rail loop is unrelated to the Japanese ループ線.  To me it points at something like the Yamanote line.  A circle rather than out-and-back.　　In a bus context, ループ線 seems like it may also have that definition...
