<upd_detl>Meikyo and Daijisen both define this as something like 旅立ちに際して、その前途を祝し激励すること , so "rousing" seems not to capture the meaning very well here. Progressive has an example of 選手たちに壮行の言葉を述べる = "make a rousing speech to send off the athletes" but clearly "send-off" is doing at least half of the work in that translation.
I have attempted to improve the gloss but am not super happy with what I came up with; feel free to tweak/improve.
This word is obscure enough that GG5 doesn't list it, only 壮行会 “farewell party”. It also appears in only 16 of jpdb's 6000+ books/other texts. (壮行会 is a bit more common.)</upd_detl>
