<upd_detl>Strictly speaking, the components aren't necessarily radicals. But it sounds like even native speakers sometimes use them interchangeably.
It might be less confusing to refer to them as "components" or something rather than radicals.</upd_detl>
<upd_refs>This interesting note is in shinsen's entry for 部首:
「氵(さんずい)」や「⺾(くさかんむり)」などの偏旁冠脚(へんぼうかんきゃく)を部首というのは、本来は誤り。
In their entries for 偏旁冠脚, most of the refs refer to the components as 構成部分 rather than radicals (部首).
shinsen: 漢字の構成部分の総称。
daijirin: 漢字の構成部分として…
smk yoji: 漢字を構成する部分の名称。
gakken yoji: 漢字を構成する部分。
koj uses both "構成要素" and "部首."
漢字の代表的な構成要素である、… 漢字の部首の総称。
Most of the refs also mention that 偏旁冠脚 can, in a broad sense of the word, refer to other structural components.
1370860・垂れ・たれ[4] "kanji radical enclosing the top-left corner of a character"
1279690・構え・かまえ[4] "kanji enclosure type radical (must enclose at least two sides of the kanji)"
2175530・繞・にょう[1] "kanji radical that runs from the left to the bottom part of the kanji"</upd_refs>

<upd_detl>I prefer "components". I think most linguists and kanji enthusiasts would still insist on using the original, narrower sense of "radical". I've been corrected in the past for using "radical" to refer to any kanji component.</upd_detl>
