I think it's probably just wrong. I've ordered the kanji forms based upon google n-gram counts. I'm a little suspicious of 上がり牌 since I don't see it in any formal dictionary (they seem to prefer 和了牌), but it does get a respectable amount of usage on twitter. The n-gram counts for アガり牌 are low, but a twitter search shows that it's not uncommon. The top google search results for "あがりパイ" and "上がりパイ" all lead back to JMdict, which makes me very suspicious.
