Online database upgrade

Just a heads-up that the software driving the JMdictDB online
maintenance system has been changed over from Python 2 to
Python 3. Stuart and I tested it on a test version of the database for
a while before changing over. Keep an eye out for any odd behaviour and
let one of us know if anything seems a problem.

One thing Stuart has slipped in to the system is a verb conjugator similar
to the one in WWWJDIC.

Now that the Python 3 version is installed, we can start looking
at other changes.
