Because the two entries are not related (from a japanese point of view, maybe they are for chinese).

Entries can be merged when at least 2 items out of 3 (kanji part, reading and meaning) are the same. (when there are no kanji part, the entries are merged only if they have the same reading)

Just curious but why aren't the two entries merged into one with
