Those seem like reasonable guidelines.  As you said, it will often be difficult to figure out which is [obs], [arch] and [obsc], but no more difficult than figuring out which is which now in our guideline-free state.  A subscription to Nikkoku might be helpful for that, since it seems to give lots of usage examples with actual dates displayed.

Another distinction to be made is [arch] vs. [hist].  Some entries have been tagged as "archaic" just because they refer to something from Japanese history.  The terms are still used in modern Japanese to refer to the past, so they aren't really "archaic", but there should be a way of indicating that a government position under ritsuryo system is something historical, not current.  A [hist] tag would be useful.  (I think Kojien even has a  separate one for Chinese history.)
