New 常用漢字

I have updated the kanjidic database to reflect the changes
to the 常用漢字 which became official yesterday. The new versions
will go out in tomorrow's distribution.

The changes are already installed in the Monash WWWJDIC site.

In summary, the changes added 196 kanji and removed 5. About
half of the new 常用漢字 were previously on the 人名用漢字 list.
