Seems current prime ministers of considerably less that a 100 years ago should be there...  and then there are the pop stars... royal family... cult leaders...  ah the list gets so arbitrary.  Arbitrary bad.  Maybe EDICT becomes home for names of fame or a place in history, but random unimportant name of say Tanaka Akiko with no historical gloss like "prime minister 1807-1808" goes ENAMDIC.  That's probably how it is now anyway.
