I want to use it for cross-checking the tomoe data. I have been doing
this by hand but having information like this would help a lot even if
it does have errors. The Tomoe data has both systematic errors where
someone made the same mistake over and over again, and random errors
where someone forgot a stroke or something.

I think the information is very useful for a lot of people. I hope
that having community support will encourage you to make it better.
Regarding the licence, since you have said it will be non-commercial,
do you have plans to also commercially licence the data?
