For some people a partial match is sufficient. I often throw it a long
jukugo fully aware that it will only mtch the first 2 or 4 kanji.
What I have done (now working in the wwwjdic2 testbed) is add a link:
"or search all dictionaries" when there has been a partial match, so
that a search of the_lot for the given keyword is just a click away. Does
that fit the bill?
Now I need to consider whether the option of "promoting" entries from
"the_lot" is appropriate. I suspect it is.
