I can't reproduce this behaviour in Windows Vista* with IE7, it just
fills out to 100% like it should. Perhaps a Windows XP only bug?
Previous versions of IE would work correctly with 99% but not 100%, so
that might be worth a shot.

I can have a look if I can work around it when I'm near a Windows XP
machine on campus tomorrow, but there's a good chance those XP machines
are still on IE6.
