Entry Sequence specification

I'm a college CS student who's interested in Japanese Language
Educational software, and I was looking over the JMDict DTD and I
noticed that each entry has a sequence number. The specification says
that each entry has a unique id, but I was wondering about the
lifetime of an entry's id. Are the ids sequential from the order they
were submitted to the EDICT project? Are existing entries going to
remain their respective ids in subsequent releases of the dictionary?
