Technically I think I asked in the submission after posting in the
mailing list.

出る釘は打たれる seems a likely candidate for "expressions that end
in verbs/adjectives that could conjugate in theory but don't in practice"
出る釘は打たれる 87 (less than 0.5%)

In contrast there are 'expressions' like 無駄にする/無駄にしない
that clearly do 'conjugate'.
無駄にする 638,000

I was the one (/idiot) who stuck a v1 on 出る釘は打たれる in
the first place but on reflection it's probably better off without.
