The "abbr" tag has indeed become a bit of a portmanteau. My original
intention was for it to be your "2" above, but it has broadened.

In general, yes. There are a few marginal ones.
the second one is, in my opinion, the one that is found in dictionaries (of
any language) and is the most useful of the two.
that second one also suggests a xref to the "full" word, that's why the 'abbr'
tag could become another kind of link :
アニメ /(n) (abbr) animation/ (-> アニメーション)/(P)/
could have :
<abbr_xref>アニメーション</abbr_xref>

I will of course help to sort the existing entries (about 1260 lines in edict)
Quite clear. Of the 1200+ I think perhaps about 1000 are genuine
abbreviations. Some
of the rest should have the "abbr" removed. For example, I don't think it's
appropriate to label every word starting with テレビ as an abbreviation. テレビ
is no more an abbreviation in Japanese than "bus" is in English.
Aaahh. So much to do; so little time. I was 44 when I started this,
and I turn 60
