Compared to a lot of languages written Japanese is not highly polysemous.
The various meanings of, for example, こうじょう are broken up into
different entries by the kanji forms: 工場, 恒常, etc.
The degree to which glosses are split or clumped is really a matter
of style and taste. Some Japanese dictionaries overdo it, and others
only break out senses for quite strong differences. My feeling is we may
be looking at 10% at max.
